Cook noodles al dente according to package instructions.
In a medium size bowl, combine soy sauce, brown sugar, and rice vinegar together. Set aside.
Preheat a skillet with oil to medium low. Add in garlic and sauté until lightly browned. Add in chili flakes and cook for 2 minutes.
Add in sauce ingredients and cook for a few minutes or until the sauce starts to thicken.
Add noodles and green onions. Stir to combine it all together and enjoy.
