Slice each bell pepper in half vertically, through the middle of the stem. Remove the stem and the seeds from the peppers. Dice the onion and shred the carrots.
Preheat a pan over medium heat with oil. Sauté the onion and carrots until golden brown.
In a large bowl, mix together rice, beef, salt, pepper, and sautéed veggies.
Stuff each halved pepper with the filling. Place the stuffed peppers into a baking dish.
In a separate bowl, combine tomato sauce, half & half and chicken broth.
Pour the tomato sauce mixture into the pan with the peppers. Cover the pan with a lid or foil. Bake at 400°F for about 45 minutes until the peppers are tender. Remove from the oven and enjoy!
